The clean toilet paper, neatly laid on a dirtier shelf (from the top of the dustbin), is an index of something (relatively important) placed on top of the toilet paper.
Hypothesis based on what office workers might bring to the toilet - they brought their hand phone to the toilet to secretly use it in the cubicle, placing it on a shelf made cleaner when covered with toilet paper. 📱
This image is thus indicative of "me-time" at work. Toilet cubicles are a safe, private space for employees to have their own downtime / leisure time, spending it on their phones. 😌
